The Humanitarian Situation in Libya
Water Insecurity in Libya
Water insecurity is a pressing concern in Libya, with millions of people lacking access to safe and clean water. Libya has been ranked as the sixth most water stressed country in the world by the Water Resources Institute. Millions are in need of safe drinking water, with access to clean water compromised by damaged infrastructure, lack of maintenance and upkeep, and environmental degradation. Inadequate access to clean water has increased the risk of waterborne diseases, particularly for vulnerable populations such as children and the elderly.
Libya’s On-going Food Security Situation
Food insecurity is another critical issue facing Libya, with millions of people struggling to access an adequate and nutritious diet. Food supply chains continue to face disruption in food supply chains, leading to shortages and price spikes, while displacement and economic hardship have left many families unable to afford essential food items. 21% of the population faces severe food insecurity with the trend increasing yearly.




Storm Daniel

On September 10, 2023, Cyclone Daniel, (Storm Daniel) rampaged the coast of Libya causing extensive damage and flooding. The cities of Benghazi, Bayda and Derna experienced heavy damage to homes, infrastructure. The intensity of Storm Daniel caused two dams to collapse, inundating Durna with water, washing away people and buildings. At least 4,000 people were confirmed dead, with 10,000 people missing and presumed dead. Healthcare facilities suffered extensive damage, with many either becoming non-operational, or were overwhelmed with patients in need of care.
This storm exacerbated ongoing food and water security concerns. The flooding damaged water infrastructure that had been previously rehabilitated, and destroyed existing infrastructure that was still operational. The flooding destroyed farmland and crops, leading to an alarming decline in food availability in the country, forcing prices to increase to unaffordable rates. The impact of these disasters is felt most acutely by vulnerable communities already struggling to meet their basic needs – children, women, elderly, and people with disabilities.

Penny Appeal Canada’s Libya Response:
In response to Storm Danial, Penny Appeal Canada immediately launched a Canada wide fundraising campaign, collecting donations for immediate relief items. Your donations to Libya were able to locally procure items for hygiene kits, winter clothing and blankets to prepare for the upcoming winter.
Additionally, more than 600 food packs were distributed to beneficiaries. These food packs contained provisions of pasta, oil, rice, sugar, tomato paste, cheese, milk (long life milk and powder milk), and more. Just over 9,000 people benefited from from the delivery of this aid
